A viewer simply does that - views a picture. To reduce the size you need an editor. MS Paint is free with Windows. If you open the image in Paint, you can change the size (Image, Attributes) and resave it in the new size (use Save As ... and give it a different name, otherwise it will overwrite the original).
A better tool, however, is Irfanview which is free and allows a better control over the way it resizes. http://www.irfanview.com
You can also buy software (Adobe Photoshop or Photoshop Elements or Jasc Paintshop Pro) or use free software that is very often supplied with your camera. Picasa from Google is also free.

You can not do this with Windows Fax & Picture viewer. You can use different software like Adobe Photoshop CS2 or ACDSee 8. But if you are looking for small software which works with Windows XP, you can install a windows power toy tool called Image Resizer. This will not change the Resolution but it’ll change the image size (width & height). But you can add a windows power toy tool for this. Refer to following links for downloads and more info.

You can not reduce using the picture viewer. It is for viewing only. You have to reduce using a photo edit program.

It's imposible to edit a photo using Windows Picture Viewer. I suggest you purchased some editing software such as Adobe and other.

That means your photos are too small. If you zoom in beyond 100% you will always see that "bad quality". Set your camera to the biggest size possible and best quality (i.e. lowest compression) and don't crop. Then you will have nice, big images to enjoy.

It is impossible. The best software to do it without much quality loss would be Photoshop. Any other image editing software can do it too...

yes,windows pic viewer won't do that.
just use adobe illustrator,or imageready,etc..photoshops..
you also can edit your picture with your own.

Just look for Aspect Ratio in any package...it will ask for the sizes you wish to change it to
