your question is not complete as you haven't mentioned the OS. every OS like windowsXP, Linux, Unix,Solaris has their set of procedures which are now days very user friendly.....
since windows xp/2000 is very common in use so we choose them as your OS. You don't have to be scared of the procedures just put your CD in the CD ROM and press any key after booting the PC. Just read and follow the procedures mentioned during installation and in nearly 20-25 min you will see that you have installed the OS yourself...........

put a bootable disc of the new OS
choose new installation and install it on the system drive, you will be asked to format the drive
and the previous OS will be automatically removed

very simple, just put the os disk in the pc and restart and follow the self explanatory instructions, when you get to the partition screen, delete the partition, format it in ntfs file system not the quick one!, the computer will reboot itself and install windows on its own

to load it, put the disk in push enter to boot from disk then follow on-screen commands
