How do you take photograph/film of a car like in the movies? the front-tyre effect where you only see the tyre

i was watching the dukes of hazzard and i was wondering how do they shoot the filming of the front tyre only. its a very cool effect, you basically get to see only the front tyre and the direction you are going. its nice in photos but even cooler in videos.

i was told you need some equipment.
