When you're ready to accept responsibilities, like unplanned pregnancy (and you would not abort the baby), you are willing to check yourself periodically to make sure you don't have STD's, when you are willing to help out with protection, when you feel comfortable asking someone for their sexual history (but not everyone is honest about that), when you have deep enough love for that person, then after that, your intuition/gut instinct lets you know if you are ready, but be careful with that, as sometimes the instincts tells us the wrong thing if we don't pay close enough attention to it.
If you're a virgin, you don't have to check for STD's as of yet, not until after you had sex. And you DEFINITELY want to check after you break up with one partner, or when you have a new relationship, but before doing it.
It may not sound romantic, but make sure you have "the talk" about sexual history. That may not sound romantic, but catching a disease is not worth risk having because you didn't talk first. If you don't feel comfortable asking questions, then you don't want to have sex with that person.
