Why are some officers honest and others inherently dishonest? What makes a good cop good, and a bad cop bad? Don't they check personalities before they hire an officer?
Also, what's the prevent a bad cop from framing an innocent person they don't like for a crime? Would the 'good' cops back up the 'bad' cop, even if it means an innocent person goes to jail for a crime they did not commit?

No, I mean, a cop saying,"We have evidence of such and such" (when they really don't) only to get a 'suspect' to confess to a 'crime' they did not commit.
e.g. they are allowed to be deceitful in order to make an innocent person confess to a false charge or crime.

Why would the so-called "honest" cops not stick up for the rights of the accused, especially if the accused are false accused and they know it? Do they fear losing employment or what?

Dont know. Its unfortunate that some people would have to worry about crooked cops though. I hope the "good" cops wouldnt back up the "bad" cop, in that case there is no "good" cop.

Why are some people inherently dishonest? Yes there are background and psych investigations, but they are not perfect.
Framing someone on a traffic offense would be relatively simple - the cop says one thing and the "offender" says another. They are both sworn to tell the truth. The cop has a career to think about. The "offender" has a fine to think about.
Framing someone on a more serious offense is immensely more difficult. You have to provide actual evidence in court.
Falsified testimony and planted evidence have a tendency to unravel at very inopportune moments. If you are caught in a lie, your entire testimony is worthless. That works for the defendant and for the cop as well.
The good cops I know do their best to get rid of the bad cops. The reason for this is the public perception. If the public does not trust one cop, it makes is difficult for the rest of the cops to do their jobs.

An honest cop will always stick up for a person who is innocent. We are not "hard up" and willing to risk our careers and ruin someones life for a single arrest. I know I wouldn't.
Deceit is used to put some people in jail, yes, but that is to get a guilty person to confess. Why would anyone "confess" to a crime, whether or not someone says there is evidence, if you know for a fact you didn't do it. I know I wouldn't, regardless of how minor the crime is.
Personality tests are completed, but it doens't have a likeable factor in it. They want to know if you have a personality to tolerate the stress, and have the maturity to make it as an officer. Some people who are mean, are people who are burned out on the job, but dont quit because they need a job, or are just plain mean.
But speaking for myself, I would never arrest someone if I thought they were not guilty.

There is a psych test for police officers, but like in any job that you want, you can lie through the test. A good cop is the one who has morals, conscience, and a heart, who doesn't judge anyone because of the way they look or through their own personal experiences. A bad cop is one who can't let go, bears grudges and vendettas, and take all in personal terms. A true good cop will never back up a wrong thing.

There is good and bad in everyone. There isn't any real answer to this question. Sometimes the will to be good just isn't there and people make the wrong choice.
Dishonesty is in every walk of life. Even the police are not immune to it. The good cops will put the bad guys behind bars even if the bad are one of their own.

Most of the examples you provided are not "bad cops" they are examples of proper interrogative techniques.Who would confess if the police could only say to the accused "we think you did something,wanna tell?"

would you make enemies of someone that you may need to cover your *** in a gun fight
if you turn another cop in for violating someone Else's rights or for taking bribes will other cops then trust you no one is 100% honest
it is a flawed system as are all

what makes good doctors/bad doctors. what makes good bankers/bad bankers. it is a way of life man. people are just torn between good and evil. I feel this way everyday and i am sure i would pass the police personality test. But if I saw what they saw how would it change me.
