Depends on your OS.
For Windows you can use a program like filedate

For *Nix you can use the touch command

Y u asking this question. Are you trying to do anything illegal in a file after modification. Very simple thing is change the system data and just modify something in the file and save it. and change the system date to current date thatz it.

Normally it changes when u make any type of changes to that file. But as far as I can think of, I dont know any program thats used just to change the date mod. of a file.

Right click on the file and click "properties" Then click "summary" and you can change the author, name, date modified, etc
