1. I figure that there must be something very interesting about me, that they are staring. Maybe they like the way I am dressed. Whatever, I've become a priority in their mind for the moment.
2. When you observe someone, ask yourself why you are staring at them. You may find out the reason why others stare at you.
3. Some people 'People Watch' as a hobbie, because they can do it anywhere. It's basically harmless, unless they start stalking you.

That gets me mad, I'd eye ball them lol (just kidding) hm good question. That means if it's a girl you might remind them of someone they hate, or a girl their boyfriend dated, or if it's a guy, same, if not they are psychos, but some may be racist, so I if I were in your situation, I'd stare back at them and give them an intense look like daring, sort of like what is your problem and turn around and walk away, simple, there are all kinds of crazy people like that, don't think too much about it and just take it for what it is, and really just ignore them. They are stupid and should be meaningless to you! Unless you knew them, I don't think you'll see him or her ever again. (people are full of negative things) life is short to dwell on the unpleasantries, don't you think dear?
Many of these answers had me busting up, haha they are so funny!!

funny i was talking about this very thing today...my wife is from Poland, and polish people will stare at me when i go their,or if they come to the us on student work visa's,they stare, they don't mean anything from it,and i have to tell them that in America it can get them into trouble,as for me i stare back, say hello (another thing they don't do in Poland,is say hello to strangers passing by)so when i say hello or hi,they look the other way fast or say hello back without a smile....really good people though, just different culture

I smile, then keep looking. Once I caught someone staring at me and I finally said, What! What are you staring at?
He backed off...it was pretty pathetic.

Smile at them. Maybe they're having a bad day, and not really SEEING you so much as lost in their own thoughts. If you smile, you might get one back.

You ignore them. Have the self esteem to brush them off and NEVER let them know that them staring at you for whatever reason has affected you.
