I know of another older cat that did the same thing. It has something to do with the nerves in his spine/tail area. I also have an American Tonkinese that has always hated anyone scratching her at the base of her spine. It shouldn't be anything to worry about....just avoid that area.

Sounds like he might have developed some arthritis in his lower spine. I have a 22 yr old cat with severe arthritis there. She may have been injured from jumping off fences when she was younger. The sites for those injuries can become arthritic as people or cats age.

Once my cat had some liver or something wrong, he was old, 10, I think. he was the best cat ever, he died of kidney failure. same thing. Make sure he is eationg right, not lethargic, if any change, go immeadiatly to the vet, it happened SO suddenly. I was younger when this happened, so I could be remembering some thing differently,. but still, watch out.

Could have arthritis in his hip joints. Or he could just be cranky in his old age.
