When Solomon said there's nothing new under the sun, he was using a figure of speech, and not talking about astronomy. He was talking about sin, and when he said there's nothing new under the sun, he meant that all kinds and types of sin have been committed, there's nothing new. All sin, whether murder, adultery, theft, lying, whatever, has already been done.

In his time, the thinking processes didn't include notions of outer space, and solar systems, so, he's probably referring to everything on earth that the sun's rays touch. There's really not anything over that (the sun) in an ancient's mind, so I guess your answer is, no, because the asker had no concept of anything OVER the sun.
