It means ...You are a good friend FOR me...or TO me... it depends on the intention of the speaker....
You should therefore understand that the person considers you as a FRIEND...
French language has ways of saying things that holds 2 different meanings... You have to be careful... even French speakers do not always see the whole meaning or some phrases...
I guess it is similar in English as well....

It's a kind of bastardized French, but it means "you are a good friend for me".
