No... unfortunately not...

Nightvision goggles work by greatly intensifying light that is only barely detectable by the human eye... so unless this woman's skin was glowing (which would probably mean radiation poisoning... yikes!) you couldn't see through her dress...

actually way back when night vision goggles first came out, you could! They had to make them less sensitive to avoid that perticular problem(?). I saw it on a show on history channel one time.
