Lets put it this way your brother isnt exactly wrong however you cannot use night vision goggles to see through a womans dress during the daytime. The infrared sensitivity for night vision goggles is way too sensitive. What your brother most likely saw was a demonstration of a Sony Video camera with 0 luxnightshot which utilizes infrared light to see at night. When the cameras first came out the infrared sensitivty was set to high so if a user turned the camera on nightshot mode during the daytime the unexpected result was that you could see through sheer clothing. Granted the person had to be in full sunlight the technology worked well but Sony changed the infrared sensitivity to a lower setting so that people couldnt utilize this feature for bad things. Of course the new cameras can be modified with a special red filter that amplifies infrared light and thus allows people to see through sheer clothing. If you dont have a video camera Kodak makes an infrared 35mm film, if developed and exposed properly you can use this film to see through clothing as well, although this was not the intention behind this film. Below is an example of the sony camera with a red filter placed in front of it so as to amplify the infrared light

I remember when I was a young child. Comic Books had all these advertisements in the back. Man! They had all kinds of stuff. Ventriloquist, Sea Monkeys (Shrimp), Card Tricks etc. One was these X-Ray Glasses!!!! Show a guy looking at the bones in his hand! WOW! I bought me a pair of those! Dang, I not see bones, guess I got a defective pair that not strong enough. I could only see through peoples clothes. Heck, I still have my X-Ray glasses and wear them everywhere I go. Women look at me like I am crazy as I stare at them with this big smile on my face. :-p

As far as I know you can't but on the other hand there is see through clothes technology. It works on certain fabrics, undercertain lighting conditions and it does involve night vision. This webpage explains how they work. Apparenly this was first discoverd by accident that Sony cameras made.

YES and some manufacturers like sony did produce it for a short while. they later had to discontinue when they heard about this peculiar problem.
night vision does exist now...but they have changed it now... no more see-thrus... and looks like ur bro ain't dumb
