"Allocating" would be a better choice I think.

To appropriate is to set aside for a specific use, so yes, if they are setting it aside for a specific use, then it's used correctly. (Though the word sometimes means set aside by another, or by force, so the answerer who suggests "allocating" may have a better idea.)

I don't know, but hope you'd like any errors pointed out, so:

It might be better to say "reserve capacity" unless there are a lot of reserves. But you might also mean a lot of capacities. (Sorry if that's confusing, but the phrase just doesn't sound right, but it may be an "oil" phrase of which I'm unaware.)

The correct form of this question should be "Is the word "appropriating" used correctly here?" And yes, it is. Appropriating is a fancy word meaning using. Reserves mean that OPEC has already bought them and has them on reserve to use when needed.

Yes. In this case, appropriating reserves means using the reserves (to create a higher supply available in the market... to bring down the price).

Probably not, since "appropriating" means taking from someone else. One assumes the reserves belong to their respective country members. "Allocating" or "authorizing the sale of" would be better.

Appropriating would mean to take over without payment.
So, I would replace it with purchasing or buying.
