It depends whether the noun is countable or uncountable. In this case, you are talking about a portion of energy mix, which is uncountable (because you can't say one energy mix, two energy mixes [unless you are talking about separate mixes]). Therefore you should say "is" in that sentence. However, if you say "5% of dogs in this country," that would be followed by "are" because dogs are countable (because you can say one dog, two dogs, etc.).

However, I agree with the previous person who said you should say "will be" instead.

By the way, there are several other problems in your sentence. If you want to improve it, remove the first two "the"s from the sentence. Also, remove the word "and".

Your sentence is a little odd - you have two extra "the" words that do not belong, before alternative and Indonesia, and I would take out the "and", then put "of which" before 5%. Also, I would use the same format for percent - either spell it out or use the % symbol, but not both. "Will be" is best, as previous people have stated.

5% of the population is, population is singular, hence use is
