I used to work in Ulsan, but live in Seoul now. There are a lot of English channels, but most of them are movie channels. Arrirang is an English channel, but not very interesting. We have AFN in Seoul, but you won't be able to see the Army Network in Ulsan.
You may have OCN, DISCOVERY CHANNEL OR ANOTHER , ON STYLE, CGV, XTM, SUPER ACTION, TOONIVERSE, CNN OR BBC depending on what cable network you are connected to.
There are a lot of Korean channels like MBC MOVIES that play English movies.
I used to live in Ujong Dong and when I moved to Taehwa Dong, I had to connect to a different cable network and lost a lot of channels in doing so. It seems strange seeing that these two areas are streets away from each other. Never could figure it out. I have a satellite dish now and can watch as many English channels as I want.
Hope you connect to a good network. Ask someone to help you figure out which will be the best for you. If you have any questions on Ulsan mail me and I'll give you some phone numbers of friends that will surely help you out. Most of my friends there are Korean pastors, taxi drivers and foreign English teachers.

Korea doesn't have alot of channels like the Canada or USA... A basic cable would be something like.... 10 or 20 channels? But somewhere in there, i think there is two or three foriegn channels. I know there is one Japanese, so maybe there's english too. ;) I don't know the name of the channel, so maybe just skim through TV...
Oh, and Korea has same tv regions. So all tv broadcasts are the same all-through Korea... ....unless you buy one of those real high-tech 100 channels stuff installed(like my grandparents...)

You may be able to get Armed Forces Network. AFN is intended for the military, but has seem pretty good American shows. Last time I was in Seoul I watched the original Batman TV show on AFN. Kapow!
