I would first contact the city to ask about where you could find information about doing this. They could direct you to the right place. You may or may not need a permit to get married on the beach. Find out about marriage licenses, procedures, costs, etc...

Then find a good dress for the beach. It shouldn't be floor length to drag in the sand or have a long train. Same for any bridesmaids.
