You forgot weather and climate factors.

If there's no snow definitely the Grizzly hands down.

With snow, the Siberian Tiger has good chance of whippin' a Grizzly due to it's winter camouflage, but the outcome will still be uncertain because a Grizzly's a big animal.

I'd put my money on the bear. Full grown Girz can weigh over 1,000 lbs and stand 9 feet on the hind legs. Full grown tiger weighs 650-700 max and is at a disadvantage without element of surprise. The Griz is capable of crushing the skull of a full grown elk with one blow. I suspect it could do the same with a tiger. Just my opinion.
