Not all are going to heaven. Only 144,000 are going to heaven. The rest of the (good) will inherit the earth. We will live on earth. God did not create the earth for nothing. He has a purpose for it. Adam and Eve messed up, but God's plans have not changed. He still wants his children to live forever on a paradise earth. God is the same today as he was 6,000 years ago. And God never promised Adam that if he ate from the tree, a way into heaven. God said you will die, NOT,you will go to heaven when you die.

My first question is define "good"? By what standards? The Bible teaches that only those who have received the forgiveness of their sins through Christ will see Heaven. Flesh and blood cannot enter Heaven, neither can sin. If you die with sins unforgiven, God has no choice but to deny access since He cannot allow the pollution of sin in Heaven.
God created the universe for His creations to enjoy. God placed man and woman on the earth to rule it, to work it, to enjoy it. Adam and Eve rebelled against God, and destroyed paradise on earth. We can only speculate on what the earth would have been and the state of mankind if Adam and Eve had not rebelled.

God did not create the earth and there is no heaven. If he had existed he wouldn't have gone thru all the trouble of creating a world with insufficient humans, instead he would have created a heaven for all from the start. Check out: www.positiveatheism.org

Your premise about all good people going to heaven is a little too general to be totally correct, but let's deal with the second part of your question.
1) God made man for his own pleasure.
Psa 147:11 The Lord taketh pleasure in them that fear him: and in them that hope in his mercy.
2) It's also been theorized that God made man to replace and overcome the mutitudes of fallen angels who rebelled, and sided with Satan.
Rev 12:7 And there was a great battle in heaven: Michael and his angels fought with the dragon, and the dragon fought, and his angels.
Rev 12:8 And they prevailed not: neither was their place found any more in heaven.
Rev 12:9 And that great dragon was cast out, that old serpent, who is called the devil and Satan, who seduceth the whole world. And he was cast unto the earth: and his angels were thrown down with him.
3) God made man to subdue the earth, to populate it, and to have dominion over it.
Gen 1:27 And God created man to his own image: to the image of God he created him: male and female he created them.
Gen 1:28 And God blessed them, saying: Increase and multiply, and fill the earth, and subdue it, and rule over the fishes of the sea, and the fowls of the air, and all living creatures that move upon the earth.
4) Heaven will ultimately be located right here, on newly refurbished and restored earth.
Rev 21:1 I saw a new heaven and a new earth. For the first heaven and the first earth was gone: and the sea is now no more.
Rev 21:2 And I, John, saw the holy city, the new Jerusalem, coming down out of heaven from God, prepared as a bride adorned for her husband.
Rev 21:3 And I heard a great voice from the throne, saying: Behold the tabernacle of God with men: and he will dwell with them. And they shall be his people: and God himself with them shall be their God.
Rev 21:4 And God shall wipe away all tears from their eyes: and death shall be no more. Nor mourning, nor crying, nor sorrow shall be any more, for the former things are passed away.
Rev 21:5 And he that sat on the throne, said: Behold, I make all things new. And he said to me: Write. For these words are most faithful and true.
Rev 21:6 And he said to me: It is done. I am Alpha and Omega: the Beginning and the End. To him that thirsteth, I will give of the fountain of the water of life, freely.
Rev 21:7 He that shall overcome shall possess these things. And I will be his God: and he shall be my son.

It is not a matter of who is good and who is bad in terms of who gets to heaven. It is a matter of who is saved through faith in Jesus Christ. There are no people who are good and people who are bad; we are all sinners.
Earth was created as a paradise, then was cursed when Man sinned. Heaven was created for the heavenly beings. When God created all things, He knew that earth would be tainted by sin. Earth was created for Man, even though God knew Man would fall.

God did not make mankind to go to heaven.
The earth was made for mankind. That is Gods purpose when he created Adam and Eve. It has not changed. The Bible assures us the earth will return to its original condition.
Because of Adams sin Gods purpose was put on hold for a while to answer the accusation form Satan that no human will serve God because they want to. God has allowed time for that challenge to be settled.
Whoever the time is near according to Bible prophecy when God will put Satan out of the way and restore the earth to its original condition - a peacefully place for mankind to live in perfect harmony.

According to the Vedas we are originally all from the spiritual world, but because we wanted to forget God we are placed in the material world. In the material world there are hellish planets, heavenly planets and the earth planet. Those that are bad go to hell for some time, those that are good go to heaven for some time, and those that regain their consciousness of God go back to the spiritual world. Where do you suppose the scriptures say all good people go to heaven? I have yet to find that verse. They do say that if you accept the gift of God's sacrifice and repent of your sins you will go to heaven.
Men think of good as anything that pleases them. But men don't have a great moral instinct. They have to be taught morality. It is by God's Spirit that we are convicted of wrongdoing/thinking and it is by His Spirit that we are aware of correct behavior/thinking.
The result of this arrangement is that some bad people do change their ways and go to heaven and some good people do rebel against God's will and go to hell. It doesn't sound fair to us, but God judges the heart. He knows which people will ruin heaven and which people will be a benefit to heaven. Heaven in this sense is a great big society.

I guess God figured if there was a place where we would live as people who age, grow old,and die that He could weed out the bad souls from the good ones because He did'nt want the evil humans invading a place that held eternal life as they would expect to live forever like the rest of us angels and that would'nt do.Heaven is going to be a place intolerant of murderers, rapists, disgusting ways....kind of like here under the sunshine but a place of freedom full of people who can relax around Him and understand how far they can step without treading on lost land.

Earth, or the entire universe, is a place for us to develop spiritually to become mature and get ready to enter the spirit world, a world of love. However, heaven or not depends on your maturity in loving.
Why stay in the womb, a world of liquid, for nine months? A place for us to develop physically and get ready to enter the world of air. Again, whether we can enjoy in this world also depends on whether we are well developed physically or not.
