Every known/studied culture, tribe, etc. has SOME sort of "religious" belief system that includes a Super-natural Creator.
Aboriginies to Zulus, they all believe "somebody" made them (as opposed not natural occurances) & somebody (other than themselves) controls the world they live in.

Yes. Several of the more oppressive Communist countries were overtly athiestic, and cracked down hard on all forms of religion. Communist USSR was (in)famous for their treatment of religious people, as are (currently) Communist China and North Korea.
It isn't "just" Christians the governments try to silence, either. Jews, Buddhists, Spiritualists, Tao, and Hindus all feel the heavy hand of the law, if the government feels they are becoming "a problem".

Interesting question. I really don't think there is a culture that believes nothing...nothing at all. Definitely something to think about.
I suppose deep in our hearts we all have faith. Doesn't have to be spiritual either...you angry anti spiritual folks....you have faith that when you flip the light switch the lights are comin' on right? That's faith!~

I think Buddhist don't believe in a deity. They look mostly for self awareness so I guess you could call them spiritual...
