First of all, there needn't be any VISIBLE handicap in order to have a blue sticker for parking. A heart condition or internal compromise could warrant it. The DMV doesn't just hand those stickers over without checking. Why do you care? Leave people be.

A person does not have to have a VISIBLE disability in order to receive a disability sticker or plate thus granting them the right to park in the handicap spaces. You can't judge a book by it's cover.

Some people's handicaps aren't readily visible. I have COPD (Chronic Obstructive Pulmonary Disease) that makes walking any great distance a real challenge, especially when I'm carrying packages. I'm considered disabled, and could get a sticker for my car if I wanted to.

Complain to the motor vehicle registration office but be sure you got his registration plates done. Is Queensland in Australia? Just wonder. Sometimes, disabilities are not visible to the naked eye such as mental disorders,
Also he might be the driver . Unfortunately, this sticker is given to certain disabled individual and anybody can use it as long as it's in their possession.

Not all reason for a person to have a handicap desingnation requires a physical handicapp. My dad had one because of his asthma. Heat was a trigger so he "needed to park near the door"

not all handicaps are visible. a doctor has to sign a paper for a person to get a handicap sticker, so get over it.

relay his plate number to a non emergency number at the police dept.
cops really hate this, and may be in the vicinity to give the ticket right away.
