There usually is a small fee involved, but I strongly recommend purchasing a seat for the infant (usually it's less than an adult fare) and strapping the baby into their car-seat for the flight. It is extremely dangerous for infants to travel in laps. There can be unexpected turbulence and sometimes it is very rough. I've seen grown adults smack their heads on the ceiling/overhead bins above them when we hit rough air and they were not wearing their seat belt, and I once saw a baby bounce right out of mom's arms and smack its head very, very hard on the leg of the seat across the aisle. I don't even want to think about what would happen if there was a crash; even if the adults survived, a baby in arms probably would not.
I know plane crashes are rare and you will probably have an uneventful flight with baby in arms, but the infant rates are not all that high for their own seat so why risk it? After all, you would never dream of driving with baby in your lap--- no way! Baby goes in a car-seat! A plane goes about 10 times as fast as a car. You should at the least give baby as much protection on a plane as she gets in a car.

I have worked for Delta for 14 years, the concern with children is the oxygen masks. Say you are on a 757 aircraft, that is 3 sets on each side, you would assume there is 3 oxygen masks on each side, but there are 4 in certain spots on the aircraft, so you will be in one of those areas that has 4. Obviously you wouldn't want a row of 3 people all with kids on their laps, because there wouldn't be enough oxygen masks for all involved. That is the main concern and why they ask.

I don't think you are going to find an airlines that will allow you to hold your baby on your lap. Imagine getting hit in the head with an unsecured purse during takeoff, landing, or severe turbulence. Now imagine getting hit in the head by a baby, and think about the baby too, I don't think the baby would like it either.

Luckly, no! If you do choose to purchase a seperate seat, there is a possiblility it will be a discounted fare, but still they might charge an adult fare. Check with the airline for their policies.

Most of the airlines dont charge for age 2 and under but be sure you bring the birth certificate with you to the airport.

usually children under 2 are free as long as they sit on your lap. I do know that you need to have their birth certificate with you. Best bet is to call the airline and check first. Happy traveling!

No, children under 2 are usually free. But call the airline (800-428-4322) and ask if you have to carry the child's birth certificate to prove his age.

If small is under two years - then sure. Otherwise they require that you buy a ticket for a seat and have a babyseat to strap into that seat.
