My NYS license was revoked. I cleared up the outstanding tickets and turned in my NY drivers license. (I moved to PA). I want to apply for my PA license and am wondering #1, is there still a revocation period I have to wait out before getting a license in another state and #2, will the points from my NY license become part of my PA license??

Were you cleared to get a license in NY? If so then you shouldn't have a problem getting a license in PA. As to the tickets, they will transfer over to the new state. Your driving record is accessible in any state.

Yes it will. I moved to PA from NY last year, and it does, from what I understand, the reverse is not true though.
