Because blowing in their faces is more direct and concentrated, having their head out the window blows on their whole head and it is less pressure than being blown on.

because they get the feeling of chasing someone when they are in the car. And they dont like the blowing because their sence of smell is really good. Ur breath smells.

it partly has to do with your face close to theirs.
it taps into challenging them.
notice that when animals are angry, they stare each otehr down and sometimes get in each other's face.
another aspect is that they know you're teasing them and nobody likes to be teased/tormented much.
