I'm not certain of the circumstances but I'm more than sure that when a guy looks at a girl, he tends to like her, or most definitley likes what he sees. He probably want to say something to you, or even thinks about you from time to time. If he doesn't say anything to you, he is the shy type, which means, if you like him, you need to make the first move. Who knows, you two could be the perfect match, or if you don't like him, tell him that it's getting on the creepy side, and that your flattered but it's not going to work. unless his glance lingers on you or he makes a point to smile when he looks your way, i would not make too much of it
maybe he is just taking in his surroundings..but it certainly seems like you have been doing your share of glancing, lol

It could mean that he is interested in you or it could mean he thinks you are cute. Be careful, it may mean nothing.

try this : when he stares smile if he smiles back than that means he likes you if he doesn't smile then he is just wierd
