I've heard its the cinnamon, but when my brother licked his arm (palm side, the more sensative side) and put cinnamon on it, it did nothing, it has to be something else, what is it???

Cinnamon is a small evergreen tree native to India. The spice comes from the bark of the tree. Cinnamon oil is obtained by pounding the bark, soaking it in seawater and then quickly distilling the whole. The result is an oil that is golden yellow color with the smell of cinnamon and a VERY hot aromatic taste.
The pungent taste and smell comes from cinnamic aldehyde or cinnamaldehyde that are released when soaked and then distilled.
I know from the experience of making cinnamon toothpicks that the cinnamon oil is VERY hot. You can purchase cinnamon oil at any health food store. To make toothpicks, take a baby food jar and fill with toothpicks, cover with cinnamon oil and put the lid back on. In about 48 hours, you can drain the oil, leaving the toothpicks to enjoy. Careful tho, they will burn ya!
Big Red gum probably uses the oil to make the gum, as the regular ground cinnamon is not hot, but rather bitter.

It's not just the cinnamon, but the cinnamon OIL used to flavor the gum. It is spicy! And that is what burns your skin. Powdered cinnamon does not contains very little, if any, cinnamon oil.

Cinnamon oil is the right answer. The real question is why are you putting the wrapper on your forehead???

they use cinnamon extract not powdered cinnamon, try using a cinnamon oil extract and see if that does the same thing!

its the cinnamon oil. and your forehead is sensitive.
