Why is the sugar in milk, fruit, vegetables, etc. better for you than that in chocolate bars, candy, etc.? Obviously there are other nutrients that you're getting with the milk and fruit, but when just comparing the sugars why are those better? Why do people say not to worry about them?

Sugar is sugar regardless of the source. Here's another interesting fact: It doesn't matter to your body whether you ingest sucrose, fructose, maltose, maltodextrin or any of the variety of sugars because it all gets converted to glucose once metabolized. If you do not have an immediate need to burn that glucose for energy your body will store it in your muscles in the form of glycogen. When you need blood sugar again, such as when exercising vigorously, your body will pull that glycogen out of the muscle and metabolize it.

The single biggest difference between the effect of sugars depends on if the sugars are simple or complex (starch) carbohydrates. Simple carbohydrates, such as white table sugar (or sucrose) will spike your blood sugar levels very quickly which causes your body to produce insulin to get that sugar out of the blood and into the muscles. High insulin levels can cause obesity and eventually diabetes. Complex carbohydrates, such as wheat bread, a baked potato, or rice, eventually become glucose too but the process is much slower and does not cause huge spikes in insulin levels like simple sugars do.

You definitely do not want to ingest large amounts of refined or simple sugars found in candy bars, soda, white bread or refined foods. Eating these foods overloads your pancreas, which produces insulin. Eventually the pancreas becomes so overloaded by this excessive demand that it stops working. That's why people with Type 1 diabetes have to inject insulin to control their blood sugar levels; the pancreas is no longer able to do its job.

Another reason why veggies and fruit are better choices than candy is that at least you are getting some fiber, minerals and vitamins with the food; candy isn't famous for its high vitamin and fiber content.

sugar is sugar. its just that the refined sugar has had all nutrients removed, and is nothing but sugar , the other has a few nutrients still left in it.

the cellular wall of organic sugar is easier to digest

as for lactose, fructose and other sugar types that you've mentioned, they are simple sugars that are also easy to digest.

for your last question, i think you got it wrong there, we should always be aware of our sugar intake for diabetic and other health reasons
