Speak to an attorney, you are entitled to the $400
I would also spend the money to get the car changed over to her name and then you would be entitled to reimbursement for that as well. Your primary concern should be to rid yourself of any further financial responsibility for the car. If she thinks she deserves her money back for the car she's CRAZY, let her take you to small claims you can counter sue for your damages and you wouldn't have to pay filing fees.

you can't get plates where I live unless the car is in your name. Is she driving on your plates? If so, get that title in here name a s a p .
If you can't drag her silly *** to a currency exchange, you might have to get a lawyer on this. She should not be flashing your insurance card either.

Tell her you will report her to the police and cancel the insurance if she doesn't pay up. She sounds like a real treasure. You've been too nice to her so far. Tough love my friend.

if you have a copy of the key go get the car, without warning. She obviously doesn't care or understand the financial responsibilities that come with a car therefore she should not have one, especially not someone Else's.
