Limit yourself to 1000-1200 calories daily. Walk at least 30 minutes EVERY DAY. Drink lots of water. No alcohol. No junk food. Little to no fried food, sugar, transfats. Lots of fruit and vegies, minimize processed, prepared foods. Don't eat for three hours before bed. Do this, the first 10-15 pounds will be easy, the rest a little harder, but you can do it.

Go out and buy the book Sugar Busters. It will tell you how to eat along the glysemic index. If you eat bad carbs, you produce insuline, which stops your fat metabolism. Great book. You will lose the weight very healthily. There is no starvation or anything crazy like that. You just eat good, and without skimping.

I don't think it can be done without surgery; why did you wait for just 3 weeks to lose 25 lbs, should have started a year ago. but you could go on a crash diet of water and more water.

the only way to do it is to diet and exercise - 6 days a week with only on day off from exercise
