Start taking her outside frequentlly, a few minutes after eating, and praise the heck out of her when she goes. Try walking her to the same area everytime. Don't yell at her if she has an accident. Use the same word, come on let's go OUTSIDE or let's take a break, or whatever you want to use. Just be persistent.
Also, my opinion here, once you get the dog settled and trained; my mom let her dogs out ALL the time. They can't go more than a few hours before they need to go out again. Makes it rough for a long day time outting. My dogs on the other hand, were used to my work schedule-12 hour shifts. Not saying make your dog wait 12 hours between potty breaks, but if you're not home that often, something to think about. If they get used to going out every 3 hours, that's their schedule. Again, just my opinion from my experiences.

It isnt easy house traiing a older dog. I would try normal methods though.
Get puppy pads from the store and when she goes on the carpet try putting the pad over the spot or put a little of her excrement on it so she gets the idea.
Due to the fact she was abused. Just show her the spot and say no then put her outside.
Most important take her for walks and when she goes positively reinforce with praise. Most dogs from abused homes are starved for attention and respond positively to this method.

Have you tried crate-training her? A dog will not pee or poop where she/he sleeps, so I would put her in the crate when you have to leave, along with water and a favorite toy or two, and then take her outside as soon as you get home. And as a couple of others have mentioned, praise her when she goes outside.

Well for the first few days watch her and about every 3 hours take her outside and tell her to "go" or what ever you want to say to her. Then wait and see if she goes if not try again later. When she does it then give her a treat. Do this for a while and sooner or later she will understand that she needs to go outside. She will go to the door and ask to go out.

I did some dogsitting for my aunt for about 2 months. Her dog was fully house trained. My dog was not. Well I don't know what my aunts old dog did to her but she WILL NOT pee in the house. It stunned me that the old dog taught my dog new tricks. It's the only thing that worked. Strange but true.

I've never had a grown outside dog go in the house, they were
automatically housebroken because they weren't used to going in the house

Easy have you ever seen those big white pads for dogs to pee on at walmarts. all you do is put the dog on that to pee on and it should work. or just when it pees in the house put its nose to the pee or poo and let it smell it then put it out side and put its nose to the grass then praise the dog then it will easylly know where to poo and pee.

We crate train older dogs all the time in rescue. They can't pee or poo in the house and they won't go where they sleep.
