It costs Comcast around a hundred dollars to send a tech out to investigate and disconnect the thief. Cable theft doesn't actually cost the company anything, and it doesn't sound like your neighbors would pay for cable if they couldn't steal it. Sometimes we just have to shrug and let it be, and the next tech on that pole will see the illegal hookup (they're simple to spot) and disconnect them again.
Police are notoriously lazy about investigating cable thieves unless the company suspects the thief is profiting from it.

RE:
Who do I report cable theft to?
I have a next door neighbor that I know for a fact is stealing the cable signal from Comcast. I caught them tieing into my signal at the cable box and Comcast came out and disconnected it. However, they now have a cable line from the street cable box going into their house. I reported it to...

Comcast would be your option, if they aren't interested as the victim of the theft you don't have a ton of options...I would just drop it at this point, cause you don't want your neighbors finding out, could get ugly.. You did your good deed, but if comcast isn't interested in it, there isn't much you can really do..

Do you have access to Comcast’s database? Do you know if your neighbors are paying Comcast? Would you want some one, any one, to call up Comcast and be told where you spend your money? The answer to all of these questions is no. Please don’t be upset by this, but frankly, it is none of your business. To explain it to you, their nonchalance is because more than likely, your neighbors are paying customers, and Comcast has absolutely no reason to tell you this. Think about it- this is part of a user agreement. They aren’t telling anyone who calls who has their service.

you already reported it to the cable company and they don't want to do anything about it, so i don't know who else you could call. try calling the police dept and see what they tell you. you could also try calling the ceo of comcast and tell them. I know what your feeling. these people are getting free cable and you and everyone else has to pay for it. it's not right, but your trying to make it right, good luck

If the cable company who owns the cable, content, and suffers revenue loss is not interested in pursuing the case, then there is no crime committed.
You did your duty to report it. Now let it go...
