First of all, you need to have some self esteem. Once you have that in-check...you always need to remember that NO GIRL is out of your reach. Every girl [no matter if she's taken or not] wants to be noticed.Just be casual about it, and dont try too hard. They always know if you're checking them out, and for most this is a good thing,because the girl knows she's hot and it makes her feel good. Just be yourself and break the ice with a joke or even just introducing yourself.

Do some thing to show her you've noticed her.
I once folded a red gum wrapper into the shape of a rose and gave it to the girl who sat next to me in high school science class. We went out all through high school.
Expensive gifts would be inappropriate at this stage, but an original act of affection would be priceless.

Walk around with your pant down. Believe me, she and EVERYONE else will notice!
If you mean in the nice dating kind of way. Strike up a conversation. Things like "What classes are you taking?" or a compliment like "That's a really nice outfit." will usually work. You should also practice what you'll say if she answers. Relax, be yourself, and good luck!

DONT JUST TALK TO HER!!!
write her a cute lil note that doesnt say she is hott or you wanna do her!!
make it say you are soooo pretty, and it takes my breathe away when i see you or something corny like that....i like corny sooo maybe she will to it shows that there is more to you then sex and all that!!!
ask her to go to the movies just as friends and yall can get to know each other then and maybe she will actually be like hey i love this dood!!!
dont pull no moves on her you can walk up and maybe say hey and if yall walk together hold her hand or something dont put ur arm around her waist then she will prolly think uhhh this dood is like trying to get in ma pants just be kewl!!!

well just dont show off. i think its so stupid when a guy shows off. just flirt with her and seem interested in her. that is what gets my attention. but dont go to fast.
