No, it strengthen the wrist and forearms. Most do wrist curls to prepare wrists for heavy lifts such as bench press, and curls.

No because there is very little muscle in the wrist, it is contains mostly of tendons which do not increase in girth with resistive training.

nicely get a dumbbell. sit down. position your hand on your bended knee. Palm up. Do wrist curls. turn your hand. So your hands are dealing with one yet another. Do curls. desire this facilitates.
