You can buy a program called Photo shop. It allows you to do various things to change pictures and yes will allow you to put peoples heads on naked bodies. You just need the program and need a picture of someone plus a picture of a naked body. You can cut and paste the head on the body and tweak it so it looks natural. The program is great.

There is no software to simply remove clothes, you would pretty much have to just copy and paste some one's head onto some porn. Yes, it will be obviously fake, but there is no real way to do it.
