Every spell is it's own consentration of energy pushed towards a goal. If a spell is cast upon someone... and the target casts a spell to block the other... yes they may cancel, depending on the motives of both. Usually instead of cancelling out a spell, it is more often than not simply reflected back at the sender. You may still feel an effect, but not the full brunt.
For example... Somone casts a spell on me designed to harm me in some way... I can cast a protection and reflection spell to block their attack and send it all right back at them. Granted, karma will kick in, and the sender is gonna feel it threefold.. but, yeah.
