I am not sure which format you want to split, anyway, I tell you these most popular format.
mpeg, whatever 1 or 2, I recommend TMPGEnc, there is the command in the "file" menu: mpeg tools, it can quickly split the mpeg files, and also some other functions you may interesting.
avi, whatever it based Divx or Xvid, or mp4. you can use VirtualDub, it's free. when you open the file you want to split with VirtualDub, figure the start and end point, and choose "directly copy" in both video and audio menu, it means split the clip, and then press F7 for export.
rm, rmvb. that's the real closed code, so you have no choice, the only good recommend is: Real Media Editor, and it's very easy to use.

I don't know about a splotter, but Windows Movie Maker (Free with XP) splits videos.
