The clock spring mounts just beneath the steering wheel and allows signals from the switches on the wheel to be sent thru the wheel even tho the wheel turns. It will be fixed for you free of charge and won,t take long at all to change.

I had this recall sent to me. It warned me that the clock spring (located in the steering wheel's workings) could be defective and that if it broke, the horn wouldn't work, the cruise control wouldn't work and a warning light would stay on.
I let it go for a while and didn't do anything about it. Then these things started happening. My cruise control stopped working, my horn wouldn't honk and a light on the dash board stayed lit.
I instantly remembered the recall notice. When I got home from work that night, I found the notice (thankfully) and took my van into the dealer.
They fixed the problem in half a day (no charge because it was a recall).
It's good to get it taken care of before these problems plague you and your van.....for your safety.

I know there was a recall on the 98-2000 Carvans.
There is wiring in the steering column, typically when it goes bad the airbag light comes on, and the horn and cruise control stops working.
If you received a letter from Chrysler you can take it to any Dodge, Chrysler, Jeep dealer and have the recall done.
If you feel there is a recall on your specific vehicle that you just haven't received, call the dealer, give them the last 8 numbers of your VIN and they will be able to tell you for sure.

A clock spring is the part that connects the air bag and the horn to the vehicle electrically while allowing the steering wheel to turn. It is generally accessible after removing the air bag. As for a recall item I do not know.

A clock spring is the device that allows you to have airbags and controls on your steering wheel. It's a spring with several electrical conductors that are able to flex as you turn the steering wheel and when they don't work right, neither will all of the stuff in your steering wheel.

Chrysler has had a lot of recalls for this on several different models. Take it in, it's not a very time consuming repair)shouldn't be more than 2 hours max.) and you're not paying for it.

that's no longer an element which you fairly choose to purchase used or shrink fee. flow to the broking and purchase a clean one. besides, in case you will detect a salvage backyard which will sell you one, do you fairly need an element that somebody else has already thrown away?
