The moving dial with numbers on the outside of mens watch's, what is it for?

So you can dial the minute thing to zero. So say your watch points to 6:04, and you want to properly measure 15 minutes. You would turn the 0 to the 4 minute mark. And you will know that 15 minutes have passed once the minute finger reaches the 15 mark on the outer dial.

It's for people who aren't too keen on math.

The part you're talking about is most likely what is called a rotating or elapsed time bezel. The most common ones are used to track elapsed time. If you turn it to match the minute hand, you can then track how much time has passed without having to do any math. There are also other types of rotating bezels. They are used to do mathematical calculations such as fuel consumption or distance in aviation, or the one's on diver's watches to track oxygen supply time.

It's a timer usually used for diving. The better ones are omni directional. IE they only go one way. Just twist the zero to the minute hand

ususally it is for dive time... you put the arrow on the minute hand when you start your dive. This way you can see exactly how many minutes you have been down during your dive

those were for old fashioned watches, they used to be for timing something
