Since its a proper noun, meaning the name of a bird then yes Bluejay is capitalized.

when talking about the bird, no, same as you don't capitalize cardinal, crow, etc. You only capitalize it if its a title like Toronto Blue Jays, etc.

If you're referring to a Toronto baseball player, then yes.
