Because she is so lacking in self-confidence that she will do anything to get attention. It really grosses most people out, and that is a form of attention. Maybe her parents are so laid back that it's the only way she can find to upset them, and she wants to pull their chain so badly that she doesn't care if her teeth chip, her speech gets slurred, and nobody will want to hire her as long as she has the @#$%&^ thing in.
Yeah, it's a fad, but it is a peculiarly disgusting one, and only the most attention hungry and immature will fall for it.

I have no idea, it couldn't be for the look, because that just makes women look less attractive. Maybe to set off metal detectors at the airport?

for the same reason people pierce any other part of their body. to decorate themselves, it's a fad.
