Look in Start -> Programs -> Startup.

Click on each item in there, do any of them open the C: window, if so right click on that item and delete it.

without looking at your computer its hard to say exactly wha the isue is, but you can go to START--->RUN---> type in "MSCONFIG" and have access to all of the programs that run at startup.
explorer.exe is the process that the window your talking about runs under. However DO NOT stop explorer.exe from starting on startup because that is what brings up your bottom bar. See if there are two instances of that in the msconfig.

hope this helps,

Have you accidentally created a shortcut to it in the Program /Startup menu (or All Programs/Startup if you use the swanky Windows XP start menu)?

Actually, it's a bug.
It's not a normal startup item as mentioned by the above people.

Look with regedit.exe at:
"HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\Windows\ CurrentVersion\Run" if "-Hide Window" or the like is present. If so, then remove it.

Let me get back on this, i'll see if i can find the Microsoft KB article about it.
