Firstly it depends on the power you need. It's almost certainly less hassle to buy one, especially if it's needed to be at high power (reference shows a 150W one for £17.99 or about $30), but most work on a 50/6Hz oscillator driving a power stage into a step-up transformer. The second reference gives a simple circuit which illustrates this, but note it's not running at 50Hz but at a higher frequency. Depending on how stable you wanted the output or the frequency you might also need some sort of feedback loop to lock the output voltage or frequency.

How much amperage are you looking at. I like the last answer myself but what exactly are you trying to power and from what 12 volt output. A car battery could power a foreign 240 Volt TV with the 12VDC to 120VAC inverter connected to a transformer for powering foreign devices but not a washer. You could also find one unit to convert it directly I'm sure they sell it in foreign markets to convert it for things made over seas. If your looking for methods of doing it for experimenting the simplest way to envision it for me was a mg set (motor/generator set) you can use a dc motor which there are lots of plans how to build and you can use an ac generator again with lots of different methods on how to build. This method requires the least amount of knowledge to build but it requires a lot of material and it contains moving parts. This method isn't obsoleted completely it also offers a means of producing high current. Note: you can never have more wattage out than in. Another method that is getting cheaper over the years is solid state technology using circuits to do the oscillating. look into inductor, resistor, capacitor circuits.

You could buy a 12 Vdc to 120 Vac inverter and add a transformer that will double the voltage from 120 to 240.

What is your output requirement in terms of wattage ?
And the size of the complete device
What AC, frequency ?
Is it ok for the output to be isolated ?
There are a number of questions you need to know before you start.
There may be something outthere already. It may be way cheaper than you do it yourself. And very much be safer than you designing it yourself. 240Vac can be very fatal.
