In America, do they have law enforced curfews?

Yes - for minors.

Some cities have curfews for juveniles. (My hometown does.) It's rarely enforced, unless the juveniles are causing a problem or breaking some other law and the officer's adding on charges. In situations such as the aftermath of Katrina, sometimes cities post curfews in the interest of public safety.

Actually, here in America many towns have curfews for minors, although they are rarely enforced because they are un-Constitutional and are defeated upon challenge. Like many "laws", they rely on the public's ignorance of their rights to work.

on military bases/posts for non-adults - yes.

In regular towns/cities - no unless there are exenuating circumstances. After Katrina there was a dusk to dawn curfew - which meant you weren't supposed to be out after dusk until dawn.
