Supposed to be but then there have been UN forces "protecting" both for many years now, haven't done a damn bit of good yet.

The UN forces in Lebanon is to defend Israel ,and is the first step in building for a UN resolution to disarm Hezbollah. we have seen the
UN during the war it was acting as a partner in delaying any resolution in order to give Israel time to achieve something any thing. the breakage of the cease fire today is from the Israeli side only .Its documented and mentioned by Mr ANAN , I wonder if we can trust the wolf to guard the sheep

They try to defend the peace, but since they are a small and not well armed missionary force, their success depends on the goodwill of everybody involved, they usually have a moderating influence, but the abundance of conflicting interests in Lebanon makes their success doubtful

Their role is much like a referee in boxing and that is to hold the two fighting boxers apart until the bell goes.
If either side do start up on the other again however the U.N has no mandate to intervene or fight except in self defence.
The last time the U.N had a mandate to fight was in the Korean War.
Thats why the U.N is toothless.
