the national building code wants all footers( the concrete that holds up the foundation wall that the building will rest on) to be a min. of 24 " wide and 12 thick.... with 2 pieces of 5/8 rebar.....i just finished a 1800 sq ft brick house and this was the size of the footers i used, all i ever use unless the arch. or eng. states different on the plans.......

It depends on local building codes, the soil, supports, the thickness of the brick (block) etc...

You need to find a civil engineer. It depends on the soil and water.
Also beware you might be building on top of a mine
