It depends on ( 1 ) the purpose you are asking this question and ( 2 ) the Diagnosis of the Psychiatric disorder.
But in short, you can call it ..
...Psychologically Hadicapped person.
or Mentally deranged person ( an outdated term )
or Neurotic ( if his troubles are minor and he is not insane)
or Psychotic ( if his behaviour is like mad person.)
But by all means, take efforts to find out more about Modern conceps of Psychiatry as a Medical Faculty.
