Well, considering how immature guys are, how easily they fight over some things but how quickly they can forget about it, how easily they can get distracted, etc., I'd say a woman.
But then thinking about it, considering how often women fight over the most insane things, how involved they are over incredibly stupid things yet they ignore the big picture, how obsessed they are with major things, etc., I'm thinking no for both.
And really? Asexual people are boring. I mean, yeah, we don't have one to test it but they wouldn't have the personality of either so...

A man. Women are too moody to be put in control of anything complicated like say, the universe.

I don't think either would be "better" per se because I believe that God is not a being with a form or gender, gut rather, the energy source of all life, who embraces the duality of all life, including male and female.

Neither.... God is beyond the male/female bias.
If he/she wasn't beyond that kind of bias then either one of the sexes would be in for major plagues and troubles.
