Try shopping at your local thrift stores and at rummage sales. I get most of my decorating goodies from places like this.

Try doing some odd jobs for family members or around your neighborhood to pick up some cash (or just ask your parents). Then I suggest you get some paint, tape, sandpaper, fabric, and a sewing kit. You should be able to redecorate this way for $200 or less (the number is high because I don't know how big your room is or what color it's currently painted. If it's not that big, and is a pale color you may be able to go with 1 gallon of paint which is about $20 and can possibly do everything for $50-75 or less.) Anything you can do or make yourself will keep costs down. I noticed you are interested in art- consider creating a mural. You can even change the arrangement of your furniture (for free!) and use things from other parts of the house to change the feel of your room.

If you are allowed to paint, that will make a dramatic difference. Try a one-coat paint like Behr (Home Depot), Sherwin Williams, or Dutchboy (Wal-Mart). Your room is so small, I bet one gallon would be enough. For furniture if you need it, decide on a color or stain, and shop at garage sales and thrift shops. Buy or sew some curtains that go with your color scheme. Generally, your color scheme should consist of two or three main colors that are similar in the color wheel, and then pick an accent that is an opposite: for example, Taupe, white, and cream with storm-blueish-gray accents like pillows and vases, with a flowing, white curtain hung up to the ceiling above each window, and maybe a white down comforter. (This look is great with dark stained wood furniture). Anyway, pick your colors and shop for any necessary furniture to replace any mismatching ones or to fill in any voids in the room. A couple plants, and/or flowers completes the room too. Remember, you can also reupholster any chairs with funny or outdated prints on them to match your color scheme. Also, your furniture doesn't have to be a set, just try to get them to be the same color or at least within your color scheme. Usually the furniture's color is chosen to contrast with and accentuate the other colors in the room. Hope this helps.

Here is a few ideas from our early years of marriage.
1. Collect branches that are fairly straight and around three feet long.(or however long you want) Paint each one a different color and put a little design up and down the branch. Screw a little eye hook on top and using fishing line or wire hang from hook in ceiling. Hang them side by side and make a screen out of them.
2. Cut tree branches and attach them to the wall with nails and wire. Get birds and bird houses and hang them through out the branches.
These will brighten up a room and cost nearly nothing.
