You can't. It sounds like you don't like it. So why are you even going to use it.

Scent and flavour are basically the same thing. If you're using garlic for health reasons and you're one of those people who's hyper sensitive to people "smelling like garlic" (actually MOST people don't notice it unless it's hyper intense and the garlic smelling person doesn't shower or brush their teeth) there is such a thing as de-odourised garlic tablets that you can find in a drug store. However there is some controversy as to whether or not they have the same health benefits as normal, delicious garlic.

you can simmer it in milk for 10 minutes before using it, it tames the harshness.... if you live on the west coast, the garlic is usually newer and has a milder taste since it grows out there, but as it gets to the east coast of the us, the garlic is older and has a more pungent taste and aroma

You can't.Especially if it is fresh garlic.Fresh garlic contains sulphur compounds which react with air when exposed,causing the smell.If you don;t want smell,use garlic granules or garlic powder.

Slice it lengthwise and remove the small green inside; this is the really stinky part; after wards, slice a lemon in half and rub all over your fingers; this should remove all garlic scent!

Why would you want to do that? It's the scent we're after when we use garlic.

Before you use it--you can't. But if your hands smell like garlic after touching it, you can rub your hands on something that is stainless steel--a spoon, sink, whatever. That's supposed to eliminate the smell.
