You can't "make" someone fall in love with you. Thats sounds fantasy. Become good friends with the boy and work your way up. See how he feels about you over time.

By simply telling him "I love you"
Although, you cannot force him to love you back.. but the chances are is that he, in fact.. might already like you! - but, is not ready to express his feelings for you at the moment.
Be persistent.. he may come around and if he doesn't, show him that you can get other guys. This might make him jealous - then, he may crack.
