If I were to download an infected file, can I safely download it, then scan it before getting the virus? I only have to actually open/preview the file to get the virus, right?

Lime wire is a no no, never use as you get nothing for free except viruses, Trojan's and worms.
I can't understand why you would want to download anything you believe to have a virus?????
Now to answer your question it depends on what virus it is, not all viruses need you to do anything for them to infect your computer, so i would forget the download and leave it where it is.
Also you need up to date anti-virus software and firewall to keep safe. I would suggest uninstalling lime-wire it's more trouble than it's worth.

No, you won't get it just from downloading. Something has to physically run with infected code to harm your system.
